Capital Improvement

Planning today to protect and strengthen the railways of tomorrow.

Maintaining the integrity of a rail system requires thoughtful planning, long-term vision, and cost-effective execution.

We partner with transit agencies to develop capital improvement plans that preserve and enhance infrastructure for decades to come. With experience in freight, passenger, and shared corridors, our team delivers solutions that balance operational performance with financial responsibility.

Long-Term Planning

We specialize in developing 20-year capital improvement plans designed to extend the life of rail assets. Using a condition-based maintenance approach, we identify the right time for asset replacement to maximize value and reduce unnecessary costs. Our strategies also account for proactive management of part inventories and obsolescence, ensuring critical components are always available and assets remain operational.

Proactive Asset Management

Unexpected expenses can disrupt operations. That’s why we schedule regular reevaluations—annually, every three years, or every five years—to verify conditions, adjust forecasts, and ensure projects stay aligned with operational needs and budget goals.

Collaborative Partnerships

We believe capital improvement is most successful when guided by strong local and industry partnerships. By working closely with management teams, we help identify the most economical financing strategies, provide clarity on the timing of investments, and ensure agencies have confidence in their long-term plans.

Our Work In Action

  • Comprehensive services were provided to evaluate eight permanent speed restrictions, adjust superelevation, replace road crossings, recalibrate crossing warning times, modify speed codes and test & validate all changes, ultimately reducing overall travel time between end stations

  • In partnership with RioTech, obsolete VHLC equipment was proactively replaced with modern ElectrologiXS train control systems, including an upgrade from Electrocode 5 to Electrocode 6 track circuits as part of a test program to ensure optimum performance.

  • Working with OEM partners, our team identified an obsolete board component, sourced the replacement, procured new boards for the fleet and completed installation and testing.
