For DCTA, New Commuter Rail Operations, DMU Maintenance Contracts

The Denton County Transportation Authority (DCTA) Board has approved the assignment of an operations and maintenance management contract to Rio Grande Pacific Corp. (RGPC) for its 21-mile A-Train commuter rail service connecting the Texas counties of Denton and Dallas. RGPC has selected Stadler U.S., Inc. to maintain the 11 GTW 2/6 diesel multiple-units (DMU), which the railcar manufacturer supplied for the A-Train’s 2011 launch. Under the DCTA agreement, partners RGPC and Stadler U.S., Inc. are taking over the remaining five years of a nine-year fixed-price contract, with a five-year extension option. Six DCTA management employees and 14 engineers and conductors have transitioned to RGPC, and 12 DCTA mechanical and support employees have joined Stadler. RGPC President Robert Bach said the selection of Stadler U.S., Inc., which holds a similar service contract at Dallas Area Rapid Transit, “will be a model for both companies as we look to the future in the commuter rail industry.” Read the full press release here....

On October 22, 2020 DCTA board approved the assignment of the contract for the management of its A-Train operations and maintenance to RGPC. RGPC will provide operations and maintenance of tracks, signaling, dispatching, and communications. RGPC has retained Stadler U.S. Inc. to maintain the rolling stock. Uinta Basin Railway Project to Advance

Drexel Hamilton Infrastructure Partners, LP (DHIP) and the state of Utah’s Seven County Infrastructure Coalition (Coalition) today executed an agreement to advance the Uinta Basin Railway, which will serve the mineral, agricultural, and construction industries of northeastern Utah’s Uinta Basin. Under the agreement, DHIP will purchase the Coalition’s intellectual property funded by Utah’s Community Impact Board, and DHIP will have the exclusive right to develop the railway. The Coalition is an independent political subdivision of the state of Utah with seven member counties in eastern and central Utah: Carbon, Daggett, Duchesne, Emery, San Juan, Sevier, and Uintah. Hemphill Heading Uinta Basin Railway Project

Rio Grande Pacific Corp. has named rail industry veteran Mark Hemphill to lead development and construction of the Uinta Basin Railway poject, a $1.5 billion new build that, when completed in late 2022 or early 2023, will serve northeastern Utah's energy, mineral and agriculture industries.  The new railroad is being built through a DBFOM (design-build-finance-operate-maintain P3 (public-private partnership) comprised of Rio Grande Pacific, Drexel Hamilton Infrastructure Partners and the Seven County Infrastructure Coalition. Private partner to finance, build Uinta Basin Railway

The Seven County Infrastructure Coalition's (SCIC) board voted to select Drexel Hamilton Infrastructure Partners LP for a public-private partnership to finance, develop and construct the proposed Uinta Basin Railway in Utah. The Uinta Basin Railway is a new freight-rail line proposed by SCIC to connect the Uinta Basin to the national rail network and make it possible to economically transport goods in and out of the region, according to the project's website. Once in operation, Rio Grande Pacific Corp. will operate and maintain the railway, SCIC officials said in a press release. SCIC will continue in its current role as the public partner responsible for obtaining environmental clearance and authorization from the U.S. Surface Transportation Board. Rail operator proposes to move Utah heavy oil to U.S. Gulf Coast

HOUSTON (Reuters) - Investor Drexel Hamilton Infrastructure Partners LP and rail operator Rio Grande Pacific Corp on Friday disclosed plans to build a $1.5 billion rail line that would transport heavy crude from Utah to connections to the U.S. Gulf Coast. Drexel Hamilton and Rio Grande officials said the project aims to deliver about 400,000 barrels per day (bpd) of Uinta basin crude to Gulf Coast refineries looking to replace heavy oil supplies from Venezuela. “The Uinta has only been restricted from Gulf Coast and overseas refiners as a result of limited takeaway capacity,” said Mark Michel, a managing partner at private equity fund Drexel Hamilton. “We are going to change that.” Uinta Basin oil now is trucked to Salt Lake City refineries because it is too thick to put into a pipeline, Robert Bach, president of Rio Grande said in an interview. “This (Gulf Coast) market is much bigger.” Read the full release here....
